It is really hard for me to debug you issue this way. Please take a screenshot of the error message(https://imgbb.com) and post it here.
1) I would like to learn more about how you investigate the background traffic of a captive portal? – Do you mean you want to sniff all the traffics?
2) can you try to manually access the captive portal IP from firefox after connecting to the network? does it load or what do you get?

leafpad /etc/apt/sources.list
Remove everything and past the following lines:
deb http://http.kali.org/kali kali-rolling main contrib non-free
deb-src http://http.kali.org/kali kali-rolling main non-free contribSave and quit then do
apt-get update
apt-get install pip
apt-get update –fix-missing
